If you are on a shared/sdx server, you have a daily bandwidth limit. If you run out of daily limit, your website will be disabled temporarily till midnight. No automatic overage charges. To reopen the site before that you will need to upgrade your account to higher plan that gives you more bandwidth per day. If you run out of your monthly limit, your account website will be disabled unless you purchase additional bandwidth in advance (this happens rarely because the daily bandwidth limit will not let you go beyond monthly limit unless you are using more per day before your site is disabled). Yes, svn and cvs are available. You can not host your own repository in a shared hosting account, but you can access remote repositories and checkout files using svn via ssh. python is already available on all shared hosting servers by default. The newer machines come with python 2.4.3 or higher. The older machine have at least 2.2.x. mod_python is currently not supported by cPanel and therefore we are not able to offer it on our shared servers at this time. In addition to Ruby on Rails we also support mod_ruby with fastcgi. They are not installed by default. If your server does not have it, please open a support ticket and we can install it for you.

sudo allows a permitted user to execute a command as the superuser or another user. This is not allowed on shared hosting services. You will need to get a VPS or Dedicated Server for this where you will have root access and can sudo from any user.
